A family member had a tourist visa refused by another country several years ago because they could not show enough funds at the time. The Australian visitor visa form asks about refusals. Should they include it even though it was not Australia and the situation has changed?

Do not guess if they do not remember details. Try to find the old refusal notice or email so the declaration is accurate.

They can add a short explanation with the date, country, reason, and what has changed now. Keep it factual.

Yes, answer the question exactly as asked. A past refusal is usually less serious than failing to disclose it.
