Parent 103 queue date and visitor visa in the meantime

My parents are considering a 103 because the contributory parent visa cost is too high for us. We know the wait is very long. Can they still apply for Visitor 600 visas from time to time while they are in the parent visa queue, or would that look inconsistent?

Return tickets, home ties, health insurance, and a clear visit purpose would probably matter more than the parent queue itself.

I would be careful with length and frequency of visits. If they look like they are living in Australia on visitor visas, that can raise questions.

They can still be genuine temporary visitors even if there is a long-term family migration plan. The visitor application still needs to explain the specific temporary trip.
